Spray/soak it with something like Fertan or another rust stabilizer, than spray it with Waxoil or similar ( don't use that first as it will only cover the rust....!!)
Any good stabilzer will penetrate the excisting rust.
In my opinion, doing nothing is no option...you'll regret it soon.
It's the area where the rust inhabits, we can't get into it as it seems to be a box like area , with gaps at the corner but not anywhere to even properly observe.
I'd say, it's not only the brand, but the amount of it that you use...
You should really soak the object that you are protecting...it's a real messy job...best done when ouitside temps are high...so the product will "creep" everywhere...

Cans of Dynax S50 come with a lance that has a multi-direction spray on the end, so you poke the lance into the box section and move it about to get good coverage. Keep spraying as you pull the lance out slowly and you'll cover the whole of the inside of the section. It's very easy.
