If its happening with both programs then something is most lightly borked with the framework. First try the repair tool I linked earlier if that doesn't work try the .net cleanup tool to clean out and reinstall 3.5 version of the framework.
If its still not working run chkdsk on ypur disk and open an administrator command prompt and run system file checker by typing sfc /scannow.

I'm no PC expert BUT - managed to get the MES ( FIAT SCAN is the same but older) free version working fine,
you'll need a driver for the KKL lead - free off the web,
there is no great secret as far as I've seen,
BUT look on the MES site to make sure you're van IS covered properly, as OBD for VAN's happened a few years AFTER the 2002

You have to schedule chkdsk to run at boot like so:
Do that next .. can take a long time depending on the age of your computer, size of your disk and number of errors if any.
I took a look at your log file it says your jit compiler for .net has the wrong hash that can be a sign of infection or just corruption or simply wrong version due to failed windows update etc.
Download the .Net framework repair tool and run it follow the instructions:

If after running the tool and rebooting it still doesn't work try reinstalling Framework 3.5 by running:
"%windir%\Microsoft.NET\Framework\v3.5\Microsoft .NET Framework 3.5\setup.exe" /qb /norestart
For your own sake I would run another full virus scan too try the free housecall scanner from trendmicro its a useful free one that includes a hijackthis scan.

No spaces before the slashes and nospace in Microsoft thats a typo. You have to use quotes where there's a space in a path such as Microsoft .Net Framework 3.5.is "%windir%\Microsoft.NET\Framework\v3.5\Microso ft .NET Framework 3.5\setup.exe" /qb /norestart
with the quote at the beginning and the spaces too, I know there should be a space before each /
