I suggest ;when you receive vacuum pump ,
tank/ strainer cleaned ,
Reassembled,
Attach vacuum pump to return line at fuel tank , attempt to pull fuel through (Have ignition on to energise stop solenoid in injector pump)
 
Is it a plastic or a steel tank as certainly pretty mucky, it will be hard to get all the dirt out.
Your boating transfer pump may be the answer.
Saying that I did some work on a guys boat with inboard diesel where the "Diesel Bio bug"had blocked everything up, I managed to suck the tank out and flush it using a oil change suction tank, it does around 6 litres at a time but got therte and then I flushed all the pipes and filter and put Biocide in the diesel and bled the system.

The transfer pump I have runs on 2 LR20 1.5 volt batteries , The part that goes in the fuel tank the the fuel is coming out of is
Hard plastic about 50cm long the it has a flexible see through hose with a automatic shut off valve so you are not able to over fill
The container to fuel is going into,
The van is showing 1/4 tank , I have 2 x 25 litre drums , Should be enough for the transfer .

It's going to be a job to get all the muck out of the tank, though if all else fails you may be able to use a bit of garden hose full of fuel with your finger over the end to start a suction draining into a can or similar lower than the fuel tank.
I wouldn't advise sucking as it reminded me of when as a youngster my friend's dad was syponing out his goldfish pond in the garden after a cold winter killed all his fish, we were playing with the hose and it stopped draining so I sucked on it and ended up with a mouthful of dead goldfish and pond muck:(:(:(
Seriously the bulb primer I mentioned fitting into the system from a Motor Factors is readily available and would serve a useful purpose for bleeding the system as well.
I would pump it though until clean into a container and then fit a new fuel filter to avoid any further contamination reaching the injector pump, then with ignition light on hand prime using that bulb primer until it goes firm, next slacken slightly the injector nuts, ideally as someone turns the ignition you should see clean air free fuel dripping from the injectors and as you start to tighten them normally the engine will burst into life.
Do not forget this is under extreme pressure so keeps hands away from the fuel at injector unions.:)
 
I have just remembered when I fitted the diesel 2.8 Sofim Ducato engine in my boat it had a similar Bosch Verso Injector pump and no manual lift pump from tank although tank was probably just over a metre away and around half a meter lower , however the Bosch pump was able to draw the fuel from the tank and through a filter to work fine , so good chance once sorted it should be OK :)
 
The brush arrived at 3.30 pm . A bit late to start now , No rain predicted for Sunday , I will crack on then
Also when pumping the ( Old ) diesel out I have decided to see if I can view it , Will deploy special tool number 667/ 1

Is that what used to be described as "the motorists friend" for long journeys;)

Also removed the fuel filter as that was also full of red , DOH!!

Will get a new fuel filter tomorrow and 25 ltrs of normal diesel.
New air filter is already here ready for putting back together.

Is the tank clean of any muck / debris etc. now?
Not sure if it is actually red diesel as different shade to what I use in my steam cleaner.:)
 
Yes it is clean and yes it is red diesel.
So fingers crossed should get some clean fuel through to fuel filter, are you replacing the fuel filter once clean fuel there?
How about priming to injector pump, any ideas?
Once at pump, it should be fairly easy to open injector unions , spin engine till fuel clean of bubbles , nip them up and hear the engine run, fingers crossed again.;)
