There is a resistor pack to give the lower speeds. These can fail, but you'd usually get something, rather than all gone at once. Try it on full speed, this by-passes the resistor and will show if the motor is dead.
If it still does not work, and the fuse is ok, then the motor is seized, or dead. The can be removed from the passenger footwell, get a Haynes manual. If its just the motor bearings seized, a bit of WD40 followed by some heavier spray grease in to them might revive it. They are usually available on Ebay for a reasonable price.
