They hate motorists but their parking enforcers are too lazy to do anything to a car on white plates, I've parked in residents bays on the seafront for HOURS before and not been touched! Too hard to trace me for a fine, etc.

There are some councils that have an even bigger vendetta against the motorist though - say Richmond in London...

On the other hand council parking in Chester is now free after 3pm on a weekday. Used it a few times myself
