General Heater fan not working

I have a 2000 reg mk 2 punto
the heater fan will not run
I put 12volts into the motor and it runs
have checked all the fuses and relays,seem ok
what could the problem be
I was told if the resistor was fauklty it woukd run on full power
the lights do not come on when I put on fan

it doesnt run on speed 4? first check if 12v is going to fan, next step is to check switch for burned or corroded contacts

Check the black plastic box that plugs in to the fan, common for the earth wire to corrode.
