A bolt should not be driven by the head because it will twist and absorb some of the tightening torque, When that relaxes the bolt comes loose. A screw wont cope better, it just gets used for less heavy torques.
So a bolt threaded all the way up is weaker and less tortionally stiff than a part threaded bolt. For some reason its called a set screw. Logical? Not really. But if you think that's annoying try doing human anatomy.
