Part 8 is the pinch bolt, because it 'pinches' the two flanges of the strut together, clamping the hub between them
A pinch bolt is for anything like this, where there is a gap that needs to be squeezed or pinched together.
The collar on them is so that they are a snug fit inside whatever is being pinched.
You don't want a threaded section there because it could cause wear and also weaken the bolt where it is stressed (they can bend in use)

I get it now. The pinch bolt i pictured has a collar of 12mm, but the thread is about 11.7mm. They appear to have a built in washer on the nut and bolt which will squeeze in.
