Basically im looking for the best OS for my carputer i would still like to be able to use the PC as a PC if poss but just want something quick. I think that linux do a cut down version. Any help is appreciated. Links would be brilliant too
If you don't know linux, which im guessing your don't I seriously wouldn't bother trying to use it on a carputer.
Try one of the 'slim' 'streamlined' versions of XP freely availible. Theres one called TiniXP I believe which is just basic essentials which install to about 400-500mb and use about 50mb ram once booted up and boots up in about 15-20secs on a basic PC.

I didnt realise that Macs have Opera on them.
Consider looking at one of the customisable shells for XP such as litestep; you are much more likely to find something suitable for use in a car. If you want to be able to use standard apps then you should defo go for XP.
