Robert So I have to get a proper Elm327 Which has a can inteface?

The KL interface yu have will get you started and read basic fault codes.
If you want to do anything more advanced such as resetting the service light after an oil change, Proxi-alignment (common isssue when parts swapped) etc you will need an ELM 327 interface. Have a play with the KL and see if you want to do more.

Robert, My panda does not have a service light.

Yes it does, but indicator mght be a better term than light. As a minimum the oil pressure warning will flash when an oil change is required. As an 09 car it may have a DPF and this needs a oil change warning (with the Fiat system at least). If has a DPF then it will have the 8DF CF5 ECU.
You can connect to the car and do many things with the unregistered version of MES and the KL interface (except the 8DF ECU) and I suggest you try this. Don't make any adjustments unless are sure of what you are doing.

Car isn't telling you that it needs a service

On the other hand i guess not all faults and services show up by the MIL or service light

Also another reason to get a scanner

Alpha speed The fiat Alfa specialist says no the other garage also plugged in to car and says no Plus no evidence of DPf . do have blue j in badge on the back

Both say no? About what?
Are you trying to find DTCs?
Your car may not have a dpf also
