I had this problem on an 05 4 x 4 Panda. It was changed without quibble by the Dealer who wasamused to see two dead flies in the lightas well as water. Since fitting the new light, no water ingress, even after power washing.

This was a common problem until 2005 or 2006. It was usually cured by replacement light units fitted under warranty. Not confirmed but I believe the water gts in around the seal on the light unit back cover. If your car is no longer under warranty, after clearing the water out you might want to try a bead of silicone sealant around the seal on this cover then carefully replace the cover. This shouls seal it but still allow removal later on.
 
Yeah, my 05 4x4 does this too, normally just the passenger side and only really decided to do it after the warranty expired. Water seems to run down the 'gutter' on the inside of the front wing and gets tipped onto the top of the light unit just where the cover is to change the bulbs... I smeared the seal on that cover with silicone grease, which seems to have helped keep the water out but still lets the covers pull away easily to change the bulbs.
