If the plastic has gone cloudy then the lacquer has failed. Only solution is to sand them down and polish.
Make sure to use a good quality UV protective headlight coating, otherwise it will quickly fade again.

Depending on how bad it is, start with grit 600, 1200, 2000 and 2500. Then polish and coat. You can buy complete sets.
