The blue pipes are the clue, but I don't know why they are blue.
In order to prevent petrol fumes escaping to atmosphere, the tank is vented to this box, which contains a charcoal filter. This allows air to vent from the tank on hot days, and air to enter the tank as it cools or as fuel is used, but the charcoal holds the petrol vapour if present. When the engine is running, hot enough and under the correct conditions, the canister is vented to the air intake, sucking any fumes into the engine to be burnt.
