It’s a cost cutting exercise. That space saver will have the same radius as multiple models running on anything from 13” to 16” wheels. Meaning a manufacturer only has to fit 1 space saver to multiple models.
I really can't see the space saver with thick paint and a special tyre being less cost than the standard Panda 13" wheel with ordinary tyre.
 
Fiat saves money by fitting a standard size space saver to multiple models. No need to worry about what wheel option the car is fitted with, they just throw in a standard space saver and emergency kit.
does it not also look better on the cars specs

The space saver saves space on wheels wider than the space saver itself. But the 13" is so similar you really can't tell what's there until you lift the boot carpet. Koalar hit the button when he points out its easier (and therefore cheaper) for the factory to just chuck a space saver into every car they make regardless of the wheels under that car.
