It seems that on my 2001 punto mk2 the radiator fan is rubbing against the housing of the fan.
 
The engine is 1.2 8v, 60HP. The fan is 3 months old, it is brand new as my old one stopped working. I'm curious that previous owner had an accident and the whole chasis is bent or something and of course didn't tell me.
 
When I turn the fan it rubs on the top of the fan case, if I bend the fan against the motor (towards cockpit) it stops rubbing so I guess it was mounted wrong ? Or is it still possible the car was in an accident and the mounting points are bent or something ?
 
I think I have the Valeo (6 blade) type fan. Can I ask where are all the bolts ? I can see 2 on left and right side, at the top there is a rubber mounting. Are there any more ?

That removes the fan and the cowling from the radiator
Dont forget to unplug the electrical connector

Then once its on the bench, you will see 3x bolts in the centre of the fan
may need to spin the fan out the way for each bolt

Repaired it. Took down the fan with casing, took out the fan and put a few washers and the problem is solved.
