General not turbotastic - help please!!

i have a punto mk2 jtd elx 02 plate
recently when i accelerate and get to around 2000 revs the turbo has stopped kicking in ??
now the rest of the car is fine ,no problems ,no warning lights etc
it is intermittant so i am assuming something is not right somewhere?
what would you guys suggest would be the places to start looking first and last ,my self i aint no mechanic,as you can probably tell with the nature of the question

Perhaps it is a misfunction in the vacuum system of the turbo, you could check the boost selenoid and the cacuum hoses.
I had a similar problem with my multipla jtd, and there was a vacuum hose that had come lose at the back of the motor.
Does the motor rev normal in neutral?

lacking turbo is probably the vaccum hose - split / perished / dropped off

as a result the turbo isn't opening to allow flow of air = no turbo

Sounds like to me a sticky turbo actuator

answer to one question it its reving normal in neutral
