Technical No Revs / Accelerator Response on cold start

Hi there, hope someone can help. I have a Doblo with the 1.6 engine. Car has an issue on cold starts where it won't rev at all until it warms up for about 30 seconds or so.
Once warm the accelerator pedal works fine and drives perfectly.
I've scanned for codes and there's no codes listed , any advice and further checks I can make?
Removed the EGR and all is fine with that.
