As a general rule, all motor vehicles imported into the United States that are less than 25 years old must comply with all applicable Federal motor vehicle safety standards (FMVSS), or be brought into compliance with those standards by a Registered Importer. Vehicles temporarily imported in the following circumstances are exempt from this requirement and do not have to be modified to conform to the FMVSS. A DOT HS-7 Declaration form (available at ports of entry or at http://www.nhtsa.dot.gov/cars/rules/import) must be completed for each vehicle imported.
NONRESIDENT OF THE UNITED STATES
A vehicle registered in a country other than the United States may be imported for personal use by a non-resident of the United States for a period not to exceed one year. The vehicle cannot be sold while in the United States and must be exported within one year from the date of entry. This period cannot be extended under any circumstances. The importer’s passport number and the name of the country that issued the passport must be supplied on the HS-7 Declaration form. Use Box 5 on the HS-7 Declaration form.

I believe that I can get insurance for you through the Michigan Automobile Insurance Placement Facility. The premium with the highest liability limit of $250,000 is $830 every six months. The downpayment would be $332. If you want physical damage coverage (comprehensive and collision), the premium would be $1,292.
Things to consider:
1. I can not absolutely guarantee this will go through without problem. I did my best to ask questions, but it is a unique situation that no one has done before.
2. You can not apply for insurance without a copy of the title showing that it has been signed over to you. I recommend doing this as soon as possible so that a policy can be in hand before July 4.
3. You would need to have the vehicle titled in Michigan as soon as possible. I am not sure what their requirements are for this situation.
4. Will the port authority accept a Michigan certificate of No-fault insurance to release the vehicle?
5. I can NOT write physical damage coverage without FIRST inspecting the vehicle in person. They would accept the signature of a licensed New York agent if you can arrange this. I can provide the required form. This physical damage quote is based on the vehicle being worth up to $15,000. I would need to know what the current value of the vehicle is. If it is just $200, you would not want physical damage coverage.
6. Michigan law requires that the vehicle be used, or is intended to be used, in Michigan for 30 days. Coverage could be voided if it were determined that this was never intended.
7. The quote includes bodily injury liability limits of $250,000 per person and $500,000 each accident. Property damage of $100,000 and uninsured motorist coverage of $20,000.

Jim and the Panda need YOUR help!
He and I have stretched our imagination to the breaking point over the past several weeks, and have fallen short on being able to obtain liability insurance for him and his auto while in the States. As of this point, he has all but given up on importing the car to the US because of this.
I’ve done all I could with my limited resources, and was unable – even with the help of an insurance friend – to get him the coverage he needs.
Please give Jim a shout at the above email address. He needs FLU’s help, or we won’t see the Panda in Detroit.

Just not sure when I get Sylvia back thou as Mike is rather keen on running round in a multi coloured British regiestered RHD Fiat and take it to a few more 'import' shows!
