I had no idea they'd started making Fiats in Liverpool.

makes perfect sense.

No locking wheel nuts when they leave the factory and they are brand new unmarked making them easy to sell all with brand new tyres....

Its probably things like this which is why MINI in the UK use completely enclosed train wagons

Manufacturer "saves" the cost (and the hassle) of wheel locks only to have far higher costs when things like this happen.
 
Potentially losing the wheel lock keys is looking like the least cost option. But a saying that, a well equipped gang would probably have "the necessary" to remove wheel locks.
