Help with Multipla break light failure please

Thinking both the break light bulbs had blown, I replaced them, as you would. The lights strip at the top is working.
But as there was still no light from them, I changed the fuse.
But I am still getting no light from the breaks.
The row of lights at the top continue to work.
We tested the fuse and bulbs and they work themselves. Just not in situ.
Does anyone have any ideas they can offer please.

Hi,
maybe the switch at the break pedal = "sticking IN",
or have you got the LED / high level working..just not the 2 in the side clusters..,

I would be checking earths if that is the case, along with the function of other bits around the tailgate,
rear wiper / demister,
fog lights. etc,
