Technical Egr problem

Help with Egr problem. Ducato 130 multijet 2.3D. 2011 mod.
Has installed new egr valve with cooler and vacuum switches.
but code for egr problem is coming back and still low engine power.
Someone who has tips for further troubleshooting.?

Could you slip a blanking plate in (blanking plates on ebay for about a fiver) and see if it restores engine power?
