New Feature Downloads Library Online

Finally, after a lot of procrastination I've got the downloads library online.

For now, it's just all the user manuals for the current model FIATs, but we'll be adding to this over time as more documents become available.

For now, it's available to anyone. If we run into problems later on, then it might need to be restricted a bit.
