Is this usual? Could it cause wiring issues/shorts/poor connections?

Just surface rust on the bare metal components that they never painted at the factory.

Bare steel can't start rusting with just the moisture in the air. Never mind actually water contract and it's bound yoga someof that over its lifepspan

Just thought it might be water getting under dashboard and causing mayhem with my power steering when it rains?

Nope the power steering mayhem is because it’s now a relatively old car with a known problem with the electric power steering. Just like every mk2 Punto and Grande Punto and older 500s and pandas etc
