I think they're synthetic rubber. You only seem to see them on Porsche 90s and VWs in Germany. Must be some kind of fettish.

Depends on where the funbags hang without. Below the waist, and I think a bra is mandatory, and not to be removed without wearing a hard hat, or other protection.
