A flat plate has a CD of 1.0. so a 1m x 1m plate has a drag figure of 1. A plates 500mm x 500mm has a drag of 0.25. So a big modern car with CD of 0.3 can use more power than a smaller old car with CD of 0.5.

Wikipedia says the Fiat 500L (why did they not call it "Panda Plus" or even "Multipla"?) has frontal area 2.54m2 and drag coefficient (CD) of 0.30. It's actual drag is the same as a flat plate 0.762m2.

However finding figures for older cars isn't so easy.
