If you want to see if it's an oil control ring issue, boot it to the redline in second and then lift off. Either look in your mirror (not much use in a 100hp with tinted windows) or get someone to either watch or follow you to see if there is any smoke on the over-run when you lift off.

If there is, you are burning it and there is likely to be an oil control ring issue (piston rings). The thing is, I wouldn't expect this on a low mileage engine, it is more likely on a higher mileage engine. Though I guess if the engine hasn't been driven well, ie ragged from cold or never revved, then this could bring on premature wear.

If it's valve stem seals, which is possible, then you are likely to be looking at a head off job. Piston rings means a bottom end rebuild.

These engines do seem to burn a bit of oil. For example I reckon I'd get through around 2 litres in a year which is about 12K mileage, so perfectly acceptable really, but your oil consumption is looking a bit more excessive really. I never rag my car from cold, but when it is appropriately warm, I will work it right through the rev range in 2nd and 3rd fairly regularly.
