Will a mk3 1.2 8v decat manifold fit a 1.4 8v?

I've no idea, but I'd suggest browsing a few parts listings. If the manifold gasket is the same for both, it is likely the manifold will fit. If the gaskets are different, it probably won't fit, but might.
Depending on where it is going, physical space needs to be considered too.
For road use, decat on anything post 2003 should fail an MOT, as well as try to poison those around it, like older cars did.
 
There is actually no date limit on removal of emissions control devices (Catalysts, EGR, DPF etc). If a device was fitted when the car was made it is illegal to remove it. The emissions standard that the vehicle has to meet is determined by the registration date so it may pass the MOT emissions without it but it's still illegal (in UK EU) to remove it. This is because the MOT emissons test is not comprehensive. This fairly new rule is an issue for classic American cars where the emissions equipment was removed years ago and is now very hard to obtain.
In practice of course a lot of MOT inspectors don't know what should be there.

Oops! I should have said 1993, not 2003.

Jan 1993 is when catalysts became madatory standard fitment on petrol engines. So any vehicle registered after that is expected to meet more stringent emission tests. Many vehicles produced prior to that date had catalysts fitted, to avoid unsaleable stock, as happens with any such new legislation, e.g. DRLs on Fiat 500, and many others, years before mandated on all, hence the ability to turn them off on early cars. Panda CLX, introduced late 1992, was injected and catalysed, ready for the new legislation.
