On my fiat-panda-eleganza where the coolant bleed screw is near the bulkhead can you take this bleed screw out and replace it with normal stright through pipe etc

You could - it's an M6 thread but why would you want to? If it's needing regular bleeding you need to check for head gasket failure.

avoid doing this, because the coolant bleed screw is important when servicing the coolant system to bleed the air from the coolant system
if air remains in the coolant system, then coming unexpected overheating issues and no heating air in the cabin

I can see the value of using a syringe to suck air out of the heater hose loop. But if you squeeze the radiator top hose, fluid will bubble through the heater hose bleed hole. Put your finger over the hole while you release the hose. Then repeat. Put the screw back in when coolant is running out.
