I have a Panda Eleganza on a 04 plate, i have had it a month and has been a great car. During the wet weather we have had and driving through large puddles / rivers the car has developed a whirring noise as if a bearing is broken / not lubricated?!?!?! When you rev the car it gets louder sounds as if it is coming from the bottom left (drivers side) of the engine bay.

I had the cam belt and tensioner changer (needed doing anyway) but still get the annoying noise!!!

Help any ideas or info would be greatly appreciated!

Grit or dirt in the alternator, maybe? Even with my 4x4's metal sump guard/undertray, a lot of dirt gets thrown over the alternator, and its in the right place for where you describe the noise as coming from. You could try hosing it down, maybe?

all sounds like the alternator,
if the garage who did the Cam- belt were competent then it should not be an over-tight alternator belt, but being an 04 there is a resonable chance the alternator is just wearing out..,

if you / somebody near you , are resonably confident , slacken off the alternator ( access is reasonable) - remove the belt momentarily , and see if the noise is still there with the engine running,
if it's all quiet then suspect the alternator ,
you can always try and spin it by hand ( forward and back ) to see how rough it feels / sounds,

Thats great thanks, i will have look at the weekend and let you know!

On another note, when i turn on the air con the engine revs dont dip (as they used to in my old car) telling me that AC motor / pump isnt turning on or off, is this correct?

From what I know idle rpms do not change on these cars. You do feel the difference in acceleration though.
