Probably yes, as the question they usually ask is "is the car standard or modified" or similar. Dont give them any opportunity to avoid paying up. The very least they might say is that as the Vinyl ws not declared it wont be applied after it got fixed... Worst case they would say stu££ you pal...

Yes, tell your insurance, but as it's only a temporary colour change you don't need to declare it to DVLA.

I would tell the DVLA, if my car was vinyled and stolen I wouldn't want the police looking for the wrong one. Or what if the police pull you over because ANPR says your plates belong to a blue car instead of a red one?

Then you tell them it's vinyled and if they prove it, show them the inside of your boot.
