Think the rules apply to anywhere the public are allowed to go. If it were private land but with no public access then it would be a different matter. Sorry no sympathy from me. The sargent wasn't being a dickhead just doing his job. If you had left an unlicenced person in charge of your car then your the dickhead. You could have dropped her in it, but then as you say she was rather pretty and you would have had no chance if you'd done that. Unfortunately correct.Police have the power to impound any vehicle that is being driven uninsured (the girl was uninsured), thats been on the books for a few years now.
