I use a screwdriver which has a bulb inside the handle and an has wire with a crocodile clip, you clip the croc to earth.
But you can make up similar with an old bulb holder.
Wind a copper wire arond end of screw driver and probe the wiper wire connector to motor contacts, fuse etc., when the wipers refuse to work, if there is no power at the wiper motor connector (i.e. the bulb does not light) then the motor may be ok as it needs 12v to work.
You need to trace where the 12v is dissappearing from.
The other problem may be the wiper motor would only start from favorable positions i.e. the motor or the parking contacts may be angle sensitive, bodge or new motor.
Did you use it to remove ice or when the wiper was stuck to window?
