Can you pysically move the glass by hand?
And does the adjuster then work?

Tbh - if its seized solid - it'd be alot easier to get a working 2nd hand and swapping them over

Getting the glass out if its detached from behind will probably break more then fix

The glass itself if moveable but it feels as if the stick thing has got detached
 
I've not had a wing mirror truly apart, to see whats what behind them
You tend to find its like 3 or 4 thick wires that allow you to move in all 4 directions

If for some reason somebody in the past had an accident or force'd it when frozen

it could be simple as a donor one

time to take it apart and find out whats what

as oldhammer says, there are little metal cables, sort of like miniature bicycle brake cables, between the adjusting lever and the actual mirror. On my own Punto, one of those little cables snapped, apparently due to a small spot of corrosion.

I'm sure you could pick one up in a scrapyard, but I ordered one from Shop4Parts. Not sure if direct link will work, but they are under £15 each:

Very slightly different to original (colour is slightly different) but glass/mirror is perfectly fine, and you don't notice the difference unless you hold them side by side.

Will take you half an hour tops (if you're very slow like me!). Ziggy's screwdriver tip very good, or circlip pliers would be perfect.

Personally, the only difference I noticed with the Shop4Parts mirror I got was the plastic housing being a slightly different shade of very dark grey. Glass was fine (for me at least).

Others may be more sensitive to differences, and any given aftermarket mirror might be substantially worse than the one I got... so the warning is probably prudent.
