I thought "act of God" was a getout for the fully comprehensive part of insurance. Regardless, it's not your dad's fault that the other driver damaged a third party (your dad), so he should be compensated by third party insurance cover.The blokes insurance wont payout, say it was an act of god
No. There are rules to do with how well the epilepsy is controlled, but it's not an outright ban.

Fair enough it might not pay out for the other guy's car (for example if he had invalidated his insurance by not declaring his epilepsy to the DVLA/ insurance) but it should pay out for third parties. If your dad has legal cover on his own insurance, I'd get them involved and if not, I'd sue the guy for every penny he owes
My dads trying to get someone from his insurance to come out and look at the van, and by the sounds of what the police were saying to him, he doesnt think the bloke was insured as they wouldnt give details other than the reg of the car. was a punto too
