Just updated this morning, it wouldn't let me yesterday, and I wish I hadn't done it, I don't like it at all!

Visibility has to be 100 meters or less to legally use fog lamps, if those road markings are at 50 meters as per you video then visibility was about 100 meters or slightly more imo.
I wouldn't have said any of those were not unreasonably driving to the conditions, you'd be better off seeing how many only had sidelights on, that has more of an impact Imo

The slip road off the bridge on the left hand side starts at a hundred meters. To the naked eye the 50m markers were barely visible, the camera is 12.1mpi but either way you can't see the slip road in the clip.

Tbh i think based on what i could see in the video i'd of been running full fogs (F+R)
But i find it odd people think tiny candle lights is sufficient in the fog
i got one for parking where i works car park.... soon gave it to my manager lol

fog lifts we are looking from a bridge, on the ground you may be able to see further under the fog.
a lot of people think fog lights mean they are invincible in fog and forget to also reduce speed.

no-no-no there there to cut under the fog to help u see and be seen only 2 things there there fore
But your right lower you are in fog the better u see
