You should be using a solid tow bar between bumper eyebolts on the tug car and towed car. This solves most of the braking issues. With engine off, steering is a bit heavy but you don't want too much as the trailer car will follow the tug. The towed driver just needs to add input for tight turns and avoid over-steering at faster road speeds.
On fast roads, 55mph is ok any more causes the towed car to weave.
