Think im right in saying that whilst the cam pulley might be lined up the crank pulkey if spun out of sync could be one full turn out.
if timing has been lost i believe you have to ensure piston no.1 is at TDC on compression stroke
There are markings for the cam, markings for the crank. Both need to be lined up. Then, re-tension belt, check again, if OK, turn engine through two crankshaft revolutions (clockwise) check again.
