Alright mate, i had a very similar problem a while back and i know how tricky it can be to find the problem.
Now firstly the best way to find out the cause is by a method of elimination. So you said you've tested the subs and they work fine. Ok Next thing i would do is test the amp on a mates car if possible just to make sure that it does actually work. If it doesnt then you know you need a new amp but if it does then you know that either your wiring is to blame or the head unit itself may have a setting on it which you would have to activate so that the remote wire feeds power to the amp from the head unit itself.
Wiring is usually the culprit.
Things to check,
1. red wire to the battery, make sure the fuse is not blown. Also check your main fuse which feeds power to the head unit in the fuse box of your car and the fuse on the back of your head unit and amp!
2.remote wire are you sure you have connected it properly to the head unit? Some head units like my Alpine have 2 different blue wires, one is for the remote wire and the other one is for something else (cant remember what)
3.You said your RCA cables are fine
4.so the last thing to check would be the earth wire and your cabling to the subs.
failing that you may have to activate a setting on the head unit itself to get power to the amp, like on my alpine there is a setting sub on/off which controls the amp on or off basically. Lastly check all connections to the amp etc
