So you have a side impact and an airbag deploys from the sill? But er it'll have to inflate before impact to be of any use...so it then becomes a question of if someone drives near you could they write your car off? And if so the insurance claim would be hilarious..."someone drove near me, my car deployed its shields but they just missed me".
 
as time goes by their seems to be a growing use of radar and camera technology in new cars i suspect this is how they will be deployed, it also means these technologies can also be used to increase the number of things a car can perform without intervention such as automatic parking and braking etc

i think volvo are doing something similar for pedestrians
 
While pre-safe systems have been around a while, which prime the abs if you lift the accelerator suddenly or the air bags and seat belt tensioners If you after that you then pound the brake pedal into the floor. There has always been until now a need for an incident to trigger the airbag, even the bonnet bags for pedestrians are finally triggered by the impact of the unfortunate persons legs being detected against the front bumper and the bag deploys in the time it takes for their momentum to carry them onto the bonnet. External bags must deploy before impact to work..so your car needs to predict the future with 100% certainty, and considering the last modern car I was in (golf 7) came to a crashing halt at the end of the drive because there was a weed it didn't like the look of I wouldn't hold out too much hope as to the car getting it right much.
