General Small problems please read

Hi wonder if you could help, my friend and i have JTD multiplas, his engine management light comes on and says eng ctrl faulty been to Fiat they said can't find fault £90 please needs 3 hour investigation at £90 an hour. any way ive swapped bits with mine and come to find that the waste gate on the turbo doesn't move when ignition switched on, checked mine it does, removed red pipe and sucked waste gate working ok, the control valve the red pipe goes to doesn't have any power to it, mine has 12v when tested, i have checked every fuse i can find to no avail any ideas please and thank you.

also now that i have disconnected the control unit my multipla has engine light on, is there a way to turn this off with out going to fiat?
