Technical Sei Intermittent Starting Probs

Seicento Intermittently wont start (Cold Mostly)
Ignition on no whirring fuel pump. Relays OK.
Voltage present for 5 to 10 secs. at pump after each time ignition turned on.
Connect 12V direct from battery to fuel pump it whirrs (Pump)
Don't want to fork out for new pump only to find fault lies elsewhere.
HELP!!!

Could be the fuel pump could also be sensor related, maybe a diagnostic test could be required.
