My Offside handbrake cable keeps breaking free of the trailing arm.

I've tried various things like hose length, nylon wrap and cable tied it to the arm, but the tie slowly eats through everything.

Short of welding a new hook onto the arm (the old one having rusted away) does anyone have a tried and trusted solution?
 
Handbrake on, cable under tension, forms to a certain shape. Off, no tension, relaxes. This motion has to be constrained somehow. I've been using cable ties, but these wear out, they seem to chafe and split. If I don't tie it to the arm, it rubs on the inside of the tyre.

Fairly new cable (<2 years).
