3 years? Do it, it's not expensive. Have you really only done 4,000 miles in 3 years? Do the oil/filter too if it hasn't been done, and the brake fluid.
That thing looks like a hydrometer - it will indicate the approximate amount of antifreeze in the system, but it won't tell you about the corrosion inhibiting properties, will it?
