I'm currently in the middle of putting my car together (engine swap) and I noticed that the blue pipes to the charcoal cannister are clogged (see pics), which makes me wounder if its of any use at all.

Could I just removed it and plug the pipes? Any known sideeffects?

IIRC, theres a one-way valve on the top of the tank that stops fuel getting out and lets air in. this valve is piped through to the charcoal canister (via the electronic valve) and then to the inlet on the engine so as to not vent any fumes into the atmosphere to keep with emmisions regulation.
I expect theres some sort of mechanical pressure release built into the system somewhere to prevent excess pressure build up should one of the valves fail.
 
AFAIK, the valve releases the vacuum that builds up in the tank as fuel is used.

Hmmm, Are you sure? I'm no expert but.

If this were the case then the Fiat Phart (when fuel cap is removed) wouldn't exist. I think you'll find that they're there to feed vaporised -> liquid fuel in the canister either back into the tank, or the main fuel feed depending upon the fuel system setup.

I could be wrong, But I doubt it's different for the Cinq/Sec than it is for other cars.

There is a pressure releif valve at the tank end that stops the tank pressurising too much

The canister is plumbed into the top of the tank and captures the vapour, the vapour if then fed into the engine and burned at certain engine conditions ie no load throttle closed.

If you remove he canister the fuel vapour will just vent through the pressure releif valve directly. Not enviromentaly friendly but does no harm to the car
