General Question about keys - 1 not working

I got 2 blue keys with my punto, one of them works fine for everything (doors and ignition) the other works but wont start the car,

im guessing it means it needs to be programmed or something (?)

id like to get it sorted in case i lose my only working key.

If its a mk 1 then you can get a key cut for about £30.....do a "search" for mk1 key.

it's a Mk2 sorry, I should have said.

the key that isn't working is also missing the little fiat logo from the key.

i'm thinking i need to get it programmed somehow, is there a way to program new keys via the car?
