Technical my stilo

hi my stilo is not running good ,I brought it from an auction & after few wk"s the crank oil seal gave way ( or thats wot we thought ) we fixed that & the guy that did it put crank shaft belt on wrong ,& timing was out, on start up i heard wot i thought was a spring braking in that box thing where the air cleaner pipe go into the system on top of the motor ,the oil seal went again so i took car to proper mechanic & told him wot i heard , it turned out to be the spacer in the crank shaft had dropped out & every time i put clutch in, it would move & hit the seal cover & it cracked , so had to put new shaft in,but now still got problem ,mechanic said that timing was out & have to do proply but needs proper tool to do it , got car back $ 4.300 later and still doing it , is there a spring that can brake in that air control box thing on top of motor ? it's a 2002 1900 cc please help thanks .
