Technical Is the turbo working?

How do i know iF the turbo of my punto is working or not? Punto 1.7 td 1998

If there was something wrong with the turbo itself you'd know about it.. Why do you suspect it??

The acceleration of the car has changed and there is a lot of oil at the air filter (i have to change it every month), oil is on the side of the tube that comes from the turbo to the air filter

Yes that's an indication that the oil seals in the turbo are leaking, rather badly by the sounds of it.

Yes you need a reconditioned turbo.
