I have a 2013 Panda 4x4 0.9TwinAir Petrol and have a frustrating power issue that so far is proving unfixable...

On short journeys the car is driveable when handled gently although there is a clear lack of power. The main problem arises when going up a hill or sharply accelerating - if not done gently the engine warning light comes on, power greatly decreases and I then struggle to do above 50 on a flat road. If I pull over and restart, the engine seems to almost recover after a quick break - the warning light stays on usually for another day or two but the engine is driveable again.

As a presumably linked issue, sometimes when first starting the car the engine when idling (continuing when driving off) makes quite a high pitched wining noise - if I stop and restart the engine that usually stops the noise.

I have taken it to a (non-Fiat) garage who said that the error code did not give them any specific details to help. The flexipipe had a crack which was fixed and since then the car is more "resilient" to the issue when driving up hills and sharp accelerating but still not resolved by any means. I have had the car serviced and filters replaced as well.

Any ideas as to the potential cause would be hugely appreciated as I like Pandas but am rapidly running out of options and the car is not fit to drive long distances at all.
