Technical High Beam adjustment

Hi there, seeking how to bring down high beam angle (which is lower lamp with DLR) I opened hatch under arch & found bolt next to unit but won't adjust beam height up nor down with rotations either way, currently it's hitting the trees... No idea how it passed its MOT.... looking to rectify before winter arrives....
