I suspect it may be something to do with air conditioning when fitted. Have the same plug on my 2007 Ducato and tied it out of sight.
It 'should' have a black blanking cover over the end, but either dropped off or never put on.
You might also find another plug on the rear of the engine which I think was for the A/C compressor
